Controlling COVID?

A client explains his recent COVID testing experience "On November 30th, we were tested for Covid-19 and the next day, four medical staff that was conducting the tests found out that they had Covid-19. One would think, they would have been tested before they tested all the prisoners here. But I guess that's not common sense."
